How Waupaca Voice works

Waupaca Voice turns scattered individual complaints into an organized, documented community record that can be presented respectfully to the people who can actually act on it. Here is exactly what happens to something you submit.

  1. 1. A resident submits a concern

    Anyone affected by a local issue can describe what happened, roughly where and when, and attach photos or documents if they have them. You can also suggest an entirely new petition rather than reporting an incident.

  2. 2. The resident verifies their email address

    We email a one-time link. Nothing counts toward any public number until that link is clicked. This is how we prevent one person from submitting the same concern many times over.

    Note: Email verification proves control of an email address. It does not prove residency, and it does not prove the described event occurred.

  3. 3. A moderator reviews the submission

    Every submission is read by a person before anything is published. We check it for relevance, privacy (no full addresses, no unnecessary naming of individuals), respectful language and compliance with our community standards. A moderator may approve, reject, redact, request clarification, or merge it with an existing report.

    Note: Nothing is published automatically. Approval is not a finding that the report is true — see the note at the bottom of this page.

  4. 4. Approved information may join the public statistics

    Once approved, a report contributes to that issue's public counts — verified resident reports, unique residents reporting, repeat incidents, approved evidence. Your name, email, phone number and exact street address are never published.

  5. 5. Other residents may support the community request

    If a petition exists for the issue, other residents can add their support. Petition support is counted and displayed separately from incident reports, because they measure two different things: how many people were affected, versus how many people back the request.

  6. 6. A documented summary may be delivered to the appropriate officials

    When an issue demonstrates meaningful community concern, Waupaca Voice may prepare a summary — verified totals, categories of reports, a privacy-safe geographic breakdown, consented resident excerpts and approved photos — and present it to the City of Waupaca, Waupaca County or another appropriate body.

    Note: Only reports whose submitters specifically consented to evidence-packet inclusion are used. Private contact information is never included.

  7. 7. Responses and outcomes are recorded

    Whatever happens next — an official response, a corrective action, a decision not to act, or no response at all — gets recorded on the issue page with a date. The record stays public so residents can see how their concerns were handled over time.

What this platform is not

  • It is not a government website. Waupaca Voice is independently operated and is not affiliated with, endorsed by or operated by the City of Waupaca, Waupaca County or any government agency.
  • It is not an official reporting channel. Submitting here does not notify the City, County, police, fire department or emergency services. For urgent matters or anything needing an official response, contact the responsible agency directly.
  • It is not a vote. Petition support measures community backing for a request. It is not an election, referendum or statutory filing, and it does not compel anyone to act. See Legal Status.
  • It is not an accusation board. Submissions are moderated, and we decline content that names individual workers or residents without a compelling public-interest reason, alleges crimes without reliable supporting information, or publishes private personal data.

What moderation approval means

Moderation approval does not mean Waupaca Voice has independently proven every statement in a resident’s report. Reports describe residents’ experiences and allegations unless expressly identified as independently verified facts. How our statistics work.
